Assists nonprofit and for-profit organizations with economic development projects through grant funds loaned by a locality to the organization. Funds could be used for land acquisition; acquisition, construction, installation, or rehabilitation of commercial or industrial buildings, structures, and other property; or working capital expenses. Funds could also be used to finance public facilities and improvements.
